Colin Anfield Hughes (4 May 1930 – 30 June 2017) was a Bahamian-born British-Australian academic specialising in electoral politics and government. Hughes was born in The Bahamas, where his Welsh father, John Anfield Hughes, was a school administrator, and later district commissioner of several Bahamian islands. During World War II, he moved to the United States where he received his . degrees from Columbia University and his P. from the London School of Economics.

The book's narrative style guides the reader through the knotted history starting with the origins of Cold War intelligence gathering through to this brazen retrieval of a Soviet sub some three miles under the ocean surface. While it reads like a nearly hard-to-believe spy novel, the book sacrifices no detail or apparent embellishment in its framing of all the characters and main players in the story.
